The Current Discourse
The U.S. Response to China’s Belt and Road Initiative
Abstract
Since the Trump administration, an important part of U.S. policy of containing China has been its response to the Belt and Road initiative. The article reveals the American perspective on the main challenges that the Chinese initiative poses and characterizes Washington’s response. Washington’s actions included, but were not limited to, reorganizing U.S. development agencies to create a strong and flexible institutional framework for foreign infrastructure financing, supporting American businesses as they enter global markets, consolidating the efforts of like-minded countries to create an alternative to the Belt and Road (e.g. the “Build Back a Better World” initiative, which transformed into the Global Investment and Infrastructure Partnership), and the promotion of economic corridor projects.

Canada and the Changing Security Architecture of the Indo-Pacific Region
Abstract
The growing confrontation between the U.S. and China is drawing an increasing number of countries into this process. For Canada, which is more closely tied to the U.S. than any other country in the world, choosing a side in this confrontation was an obvious decision. Over the past two years, Canada has taken active steps to support the U.S. strategy to contain China in the Indo-Pacific region. First, in November 2022 the Trudeau government published Canada's Indo-Pacific strategy for the first time and allocated funds for its implementation. As part of this strategy, Trudeau’s government began annually deploying an additional (third) frigate to the region, increased the participation of the Canadian Armed Forces in military exercises alongside American and Japanese troops, and is developing military-technical cooperation with South Korea. Like the U.S., Canada also supports the Philippines in its territorial dispute with China in the South China Sea. Mirroring the actions of the U.S. and its closest allies in the region, Canada signed several defense and security agreements with the Philippines between 2023 and 2024. However, the U.S. does not consider Canada a valuable partner in the region because of its limited military strength and excludes Canada from new multilateral structures in the region. Canada's inability to fit into the new Indo-Pacific security architecture may encourage it to integrate into this regional security system not through U.S. assistance, but by establishing closer military ties with the United States' primary ally in the region, Japan. This approach would allow Canada to become part of the new Indo-Pacific security architecture alongside Japan.

Taiwan’s 2024 Elections: Implications for Regional Stability
Abstract
This article offers the analysis of the outcomes of the presidential and parliamentary elections held on January 13, 2024, in Taiwan. The author examines how the situation of “divided government” will affect president-elect Lai Ching-te’s ability to manage cross-strait relations and identifies the external factors that will influence Taipei’s policy toward the mainland over the next four years. By highlighting key events that will influence the dynamics of relations among the PRC, Taiwan and the U.S. from 2024 to 2028, the author offers her vision of the prospects for the development of the situation in the Taiwan Strait during this period.

Australia in U.S. Foreign and Defense Policy at the Present Stage
Abstract
The article analyses the political-military relations between the United States and Australia at the present stage. The key doctrinal documents are reviewed, which make it clear that, in order to strengthen the strategic positions of both countries, modernization of the bilateral alliance is required. The results of cooperation in foreign and defense policy are examined, indicating the evolution of U.S.–Australian relations. Particular attention is paid to AUKUS – the flagship initiative of the Indo-Pacific policy of the Biden administration. The author concludes that Australia now holds a central role in the system of integrated deterrence against China and in the overall security architecture of the Indo-Pacific region.

U.S. and the World
Main Features and Limitations of the Inter-American System as a Pole in the Modern World
Abstract
The article examines theoretical aspects of polarity in International Relations. The research identifies the features and limitations of the regional system, using Inter-American system as an example of a pole. The author demonstrates the significance of the USA in the formation of this system and its probable position in the international arena compared to other potential poles, using a model of geopolitical potential. The article highlights Brazil’s special role in all relevant configurations; without this country, the Inter-American system significantly loses influence, which explains Washington’s distinct attitude toward Brazil.

The U.S. Model of Insuring Development Investments Against Political Risks: Tracking Transformative Changes
Abstract
The paper tracks the trajectory of transformation in the U.S. model of insuring development investments against political risks. First it outlines a novel normative context for providing political risk insurance (PRI), which took shape in the United States in 2018. Then, it compares the numerical parameters of insurance activities by the U.S. International Development Finance Corporation (DFC) over FY 2020–2024 with those of its predecessor, the Overseas Private Investment Corporation (OPIC) in FY 2015–2019, analyzing and explaining the main changes in the scope and geographical priorities of PRI coverage. Finally, the paper unveils the substance of debates around the DFC’s reauthorization which have so far resulted in an increased securitization of development investment support, including political risk insurance.

America against all: The United States’ Struggle to Maintain Global Hegemony
Abstract
The review article is an analytical study of the fundamental, multifaceted, and highly professional, scientific monograph "America Against All", prepared by a team of authors from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation. Based on the content of the monograph, it examines both the historical aspects of Russian-American relations – including Russia's assistance in preserving U.S. statehood during the Civil War of the 19th century and the sale of Alaska to the Americans – as well as their state during the Cold War, détente in the 1970s, the collapse of the USSR, the post-Soviet period, and the present. The article substantiates that the United States’ inescapable desire for global domination logically follows from concepts of Anglo-Saxon racial superiority, which emerged at the beginning of the twentieth century, over all other races and peoples. It further shows that Congress imbued with Russophobia. has repeatedly impeded the normalization of relations between the United States and Russia, and that the current divide within U.S. society and the risks leading to a new civil war. The article concludes that this monograph is a significant and innovative contribution to the modern development of Russian American studies.

Determining Resident Status for Taxation in the USA
Abstract
This paper examines international taxation practices, in particular focusing on the taxation of individuals as well as tax tools used in industrialized countries to optimize tax collection and stimulate economic development. It is also directly relevant for representatives of ministries and departments involved in managing the state budget. The experience of the United States, with its developed and comprehensive tax control system, could be useful in organizing more effective taxation of foreign individuals, including migrant workers residing on the territory of the Russian Federation.
